It is an OEM version VOL, for a primary deployment, so it's one use only, but gets things moving until you are ready for that next leap. Since this software is considered out of date by most retailers, the VOL licenses that are unused are just sitting around.
However, when done quickly after purchase, as if done by a multi homed business deploying over several offices, which seems okay. When using this product, use quickly, as you are almost guaranteed that some VOL licensing problems can occur when several of the volume are used in different areas (looks to the license system like piracy, so it can kill the key). The reason is that people who buy them use them to de-facto pirate, or otherwise license software illegally and kill the keys. Some VOL split keys can be dangerous to buy online.
